Disrupting Violence, Protecting Lives: Can Strangulation Laws Make a Difference?

Abstract:
Can changing the law save lives, and how would we know? Non-fatal strangulation (pressure on the neck that restricts breathing or blood flow) can cause serious harm even without visible injuries. Previous research has linked this form of abuse to a higher risk of women subsequently being killed by an intimate partner. This talk explores whether making non-fatal strangulation a specific criminal offence can reduce killings by intimate partners. Using data from US states that introduced these laws at different times, I explain how economists distinguish correlation from causation, what our research finds, and why a simple "before and after" comparison can be misleading. I also discuss how this research has informed policy debates in Scotland and legislation in Jersey. No prior knowledge of economics or statistics is needed.
