EXPLORE: A Platform for Environmental Decision Support
Integrated evidence and practical tools for complex environmental choices
EXPLORE brings together environmental, economic and social evidence to help policymakers, businesses, land managers and environmental organisations assess options, understand trade-offs and make more informed decisions.
Developed by the LEEP Institute and its partners, the platform connects data, models and practical decision-support tools. Users can explore future scenarios, examine uncertainty and identify pathways towards better outcomes for climate, nature, communities and the economy.
What EXPLORE helps you do
EXPLORE supports decisions where environmental, economic and social objectives need to be considered together. It can help users:
- compare policy, investment and land-management options;
- understand trade-offs between climate, biodiversity, water, food production and other priorities;
- test alternative scenarios and future pathways;
- assess uncertainty and risk before decisions are made; and
- translate complex research evidence into clear, usable insight.
The platform is designed for public bodies, policymakers, businesses, environmental organisations and land managers who need robust evidence to support real-world choices.
How the platform works
EXPLORE provides a flexible framework for connecting different sources of evidence and analysis. Depending on the decision being addressed, it can combine:
- environmental data on climate, biodiversity, water and land use;
- economic and behavioural models of how land managers, businesses and society respond to incentives and policy change;
- natural capital and ecosystem service assessments;
- scenario analysis and future pathway modelling;
- uncertainty analysis and risk assessment; and
- interactive visualisations and decision-support interfaces.
Bringing these elements together allows users to examine likely outcomes, explore uncertainty and compare alternative futures within a single analytical framework.

EXPLORE Applications
EXPLORE provides the shared data, modelling and analytical foundation for a growing suite of applications focused on specific environmental, policy and business challenges.

EXPLORE: ELMs
Supports the design and evaluation of Environmental Land Management schemes by modelling land-use change, environmental outcomes and policy incentives together.

EXPLORE: Trees
Supports woodland creation and management decisions by assessing carbon, biodiversity, timber production and wider environmental outcomes under different planting strategies.

EXPLORE: Recreation
Builds on the legacy of the Outdoor Recreation Valuation tool (ORVal) to examine recreational demand, public access, wellbeing benefits and the value to society of environmental improvements.

EXPLORE: Nature
Draws on biodiversity and natural capital research to support ecosystem recovery, environmental enhancement and nature-based solutions.
Designed with decision-makers
Co-design is central to EXPLORE. Researchers work with prospective users to identify priority questions, understand evidence needs, test analytical approaches and shape models, visualisations and decision-support tools.
This approach has been particularly important within the UK Research and Innovation-funded NetZeroPlus and ADD-TREES programmes. Contributors have included the National Trust, Ministry of Defence, Forestry England, the Department for Environment, Food and Rural Affairs, the National Forest and Forest Research, alongside other policymakers, environmental practitioners and land managers.
Embedding users throughout development helps ensure that EXPLORE applications are scientifically robust, relevant and practical.
